AT&T's Plano Headquarters at 5400 Legacy Drive: What Relocating Buyers Should Know

What AT&T Announced for Plano

In January 2026, AT&T CEO John Stankey announced a 54-acre global headquarters campus in Plano, according to Community Impact. The campus is planned for 5400 Legacy Drive, on the former Electronic Data Systems (EDS) site near Parkwood Boulevard and Legacy Drive. AT&T has been headquartered at Whitacre Tower in downtown Dallas since 2008, according to Wireless Estimator.

Reporting describes a campus of roughly 2 million square feet, with offices, a day care center, open space, and a pedestrian bridge to the Shops at Legacy. Propmodo reports that about 10,000 workers would relocate from Whitacre Tower, so much of that headcount is existing AT&T employees. For anyone relocating to the area for a job, it is worth reading the timeline carefully instead of relying on a headline.

What the City Agreement Says

Plano approved an incentive package in February 2026. According to city documents summarized by Community Impact before the council vote, AT&T must invest at least $1.35 billion in construction on the site. The package totals $20 million, which reporting describes as the largest in the city's history. It is made up of a $10 million redevelopment grant and a $10 million job-creation grant, plus a property tax rebate of 65 percent for 25 years.

The conditions reported include building at least 2 million square feet, occupying the building by December 31, 2029, and creating, transferring or retaining up to 10,000 full-time equivalent jobs. Those job targets are tied to the incentive payments, with milestones reaching into 2034 and 2039, so they are conditions of the agreement. They are not a count of people who will move to Plano. Details of the executed agreements may differ from the summaries that were published, so the city's own documents are the final word.

Where Construction Stands

State registrations reported by the Dallas Morning News and CRE Daily in October 2026 point to a December 1 construction start, with completion targeted for March 31, 2029. The report does not state the year of the start date, and neither AT&T nor the developer commented. The same reporting says demolition has cleared most of the old site, so as of that reporting vertical construction had not begun. In May 2026, Plano's Planning and Zoning Commission approved preliminary site plans and a rezoning for the campus antenna, according to Propmodo, which notes that final City Council approval was still required at that point.

AT&T has said partial occupancy could begin as early as the second half of 2028, per Wireless Estimator and Propmodo. The dates reported so far are targets, not commitments.

What This Means If You Are Relocating to West Plano

There are two practical points for a buyer or a corporate transferee.

  • The timeline is years, not months. The earliest reported move-ins are in 2028. A buyer whose job is tied to this campus should plan around a multi-year window and confirm timing with their employer.
  • Separate what is built from what is proposed. The campus is a documented project with a city agreement. It is a different matter from the proposed Willow Bend arena, which Plano voters declined to fund with new venue taxes on November 3. The two are separate projects with separate approvals.
